Dues Allocation Report
March - 2008

Many members have questions concerning bi-weekly dues and what areas they are allocated to. Members are entitled to know how their dues are spent and what areas they are dedicated to. This report will hopefully answer some of those questions. Local 3142 is a small picture of a very large organization. Our minimum dues structure is calculated in part through a complex formula based on the wages of all AFSCME workers nationally.

In 2005 Local 3142 amended it's constitution to adjust the dues structure to a flat rate to coincide with International requirements. The national average AFSCME member wage increase of 4.019% in 2007 was added to the current International minimum dues of $28.40/month. This resulted in a $1.15 increase to monthly dues. The 2006 AFSCME International Convention voted to increase minimum dues and the International per capita tax rates an additional $.75/month. This resulted in a minimum dues increase of $1.90/month ($1.15 plus $.75) or $.88 per bi-weekly pay period for Local 3142 members.

The portion of dues which the local receives is used for direct operations of our local. Some of those expenses include contract printing and distribution, phone hookups to greater Minnesota members, investigations and grievances, negotiations expenses, steward training, and officer training. Your dues support costs of representing members and protecting your interests in legislative bodies and local work sites. The charts below show the critical numbers of where dues are allocated:

Fee payers are assessed only the costs related to collective bargaining issues and as adjunct to that are those costs necessary for the union to exist, operate and carry on normal activities. Fee Payers dues may not exceed 85% of full member's dues and are 80.36% of the regular dues of this Local effective January 1, 2008. Dues, contributions, and/or gifts to AFSCME are not deductible as charitable contributions for federal income tax purposes. An employee may challenge their dues assessment by filing a challenge with the Bureau of Mediation Services within 30 days of receipt of their notice of any changes.
